They also encountered issues with Cascadian partisans seeking the same goal as them but refusing to cooperate. Having hired mercenaries beforehand, they were able to maintain a conventional frontline long enough even with Federation forces flooding into the country over the coming weeks and seizing their capital. In the early months, it was able to take over various strategic locations from the Federation as quickly as it could, only for it to be pushed back and lose 30% of its active forces and into the brink. The CIF was formed just as the Cascadian Conflict broke out and was the largest anti-Federation group recognized by the Cascadian government. The Independence Force sought to maintain a conventional war against the Federation rather than resorting to guerilla or "revolutionary" activity as commonly seen in the Periphery, believing that this would increase their legitimacy in international opinion. It was made up of pro-independence Cascadian National Guard elements, militias, and citizens under the leadership of Cascadia's surviving civilian cabinet and generals. The Cascadian Independence Force was a rebel group fighting for the independence of Cascadia from the Pacific Federation during the Cascadian Conflict.
